Introduction
Entitlement and welfare programs are established to promote equality in society. Entitlement programs are provided to all citizens in the country regardless of their level of income, such as Medicare and social security. On the other hand, although welfare programs, such as SNAP and WIC, are categorized under entitlements, they are designed to meet the needs of specific groups of people who satisfy strict eligibility requirements, such as women and children and low-income earners. Even so, both entitlements and welfare programs have different eligibility standards and varying benefits to the recipients. Welfare programs which are based on examining the income level of applicants are also regarded as means-tested programs. Both programs are funded through the taxes paid to the Federal government. This paper delves deeper into social security and means-tested programs.
