Overview
For this assessment task, you are to analyse a case study in terms of two concepts that are fundamental to this course--food security and food sovereignty. The case study is the integrated food program run by the municipal government of Belo Horizonte (Brazil’s fourth largest city).
Purpose
The case study is an opportunity for you to further your understanding of the key concepts of food security and food sovereignty. It’s also an opportunity for you to develop your written communication skills by clearly and concisely communicating your insights.
Details
The integrated food program run by the municipal government of Belo Horizonte has garnered international acclaim for how it addresses the problem of malnutrition. According to Frances Moore Lappé (2009) the city has cut its infant death rate by more than half, infant malnutrition has been halved, and the consumption of fruits and vegetables has gone up. The program costs around $US 10 million each year which is less than 2% of the city budget--or just over 1 cent a day per person!
You are to write a 1,000 word analysis of the Belo Horizonte food program in terms of the concepts of food security and food sovereignty. To what extent do you think the program fits with the concept of food security? To what extent does it reflect the objectives of the food sovereignty movement? Use this case study to demonstrate that you understand the similarities and differences between these two concepts. For the definition of food security and food sovereignty use the discussion by E.M. Young in Food and Development on pages
17 and 18 (for food security) and pages 24 to 26 (for food sovereignty).
Caution 1: You’ll find that different authors variously characterise the Belo Horizonte food program in terms of food security and food sovereignty. You need to put their characterisations to one side, and you need to apply the concepts as defined by E.M. Young in
Food and Development. Use the work of other authors to understand the details of how the food program works, but the analysis in terms of food security and food sovereignty is yours!
Caution 2: You only have 1,000 words. Assume that the marker already knows how E.M.
Young defines food security and food sovereignty--you don’t need to provide this background information. Focus your discussion on how the case study reflects the ideas of food security and food sovereignty (as defined by E.M. Young).
