Hazardous waste in Stratford
Hazardous waste is Pathological, biological waste, cesspool or other human waste, human and animal remains, radioactive, toxic, and other hazardous waste that requires special treatment for collection, treatment, or disposal under any applicable federal, state, or local code or regulation. In Stratford, hazardous or toxic waste is potentially by-products of quite a range of businesses and other establishments, including water treatment systems, manufacturing, agriculture, construction, laboratories, automotive garages, hospital, and other firms (Fazzo, 2017). The hazardous waste products may be in the form of mud, liquid, solids, pathogens, and other materials. Stratford's city currently has agreements with the Municipalities of Perth South and Perth East to allow its residents to take their hazardous household waste to the city collection point on designated collection periods (Council, 2020). Some of the hazardous materials the city has allowed are; paints, fuels and oil, batteries, fluorescent lamps, and propane tanks. These waste products may be hazardous to the public if not well managed. Toxic waste brings harm to the people, plants, and animals, whether the waste ends up in the soil, air, or streams. The accumulation of hazardous waste such as mercury and lead products remains in the environment for many years. Humans, plants, and wildlife are generally at the risk of absorbing those toxic substances directly or indirectly.
           Hazardous wastes were loosely regulated in the recent past, exposing the community and the environment to the harm associated with the wastes. The city of Stratford has established rules and regulations with the provision of Art. 22a-241 and ss. The rules are to safeguard and ensure that the community and environment are not exposed to the harm associated with hazardous waste (Council, 2020). However, the regulations are not fully enacted and often assumed, which has led to the adverse effects of the waste on individuals and the environment. This policy memo is a wake-up call to the legislatures and the media to follow up on the situation and ensure that all the regulations on hazardous waste products are followed.

Two categories of participants are involved in policy processes and are involved in the initiation, selection, policymaking, implementation, and evaluation; unofficial policymakers such as media and official policymakers (Hertel-Fernandez, 2019). The legislature, government agencies, and judicial system are part of official policymakers in Stratford. 
Official policymakers have the legal authority to be in the center of policy formulation, implementation, and evaluation; they are correct policymakers: the legislature, government agencies, and judicial plays different roles in the policy process. In Stratford, the legislature, especially, is the primary policymakers, and they can formulate a policy that governs the management of hazardous waste products. There are existing policies, but they need to be more strict regarding the effect the waste has on the public and the environment. The judiciary also has a significant role to play in hazardous waste products in which they are empowered. Judiciary comprises courts and judges. In Stratford judiciary have the constitutional responsibility to interpret the law and the constitution. They are empowered to adjudicate in times of conflict between groups, individual government institutions, and other arms of the government. The judiciary cannot formulate policies or implement policies, but interpreting the law plays a significant role in policy processes. Unofficial policymakers comprise individual interest citizens, interest groups, media, and political parties (Klüver, 2019).
           Interest groups demonstrate the demand for specific policies and also offer alternatives solutions for policy implementation and evaluation. They are associations of persons with shared beliefs, aspirations, and interests in line with the demand. They are the organizations that push and advocate the public interest and demands regarding the policy process (Klüver, 2019). In Stratford, there are several professionals, business people, human rights activists, and associations of laborers. The interest groups and associations should provide information to the official policymakers about the hazardous waste in Stratford. The interest groups ought to offer technicalities regarding possible consequences of formation, implementation, and evaluation of waste products in Stratford.            Political parties are associations of individuals with the same interest of joining forces with a desire to gain control of the government, and they support their members in elections. As political parties pursue their primary interest of processing government power, they play a crucial role in the policy processes. Political parties would have a great interest in the matter that directly affects society; hazardous waste management is of great interest to the public and other concerned bodies (Hertel-Fernandez, 2019). Political parties with excellent control of power and control often impact their legislature members to champion policies that protect the party's manifesto. Political parties with the manifestos of proper waste management will influence their members to advocate for projects that properly handle hazardous waste management and protect the environment.
