Introduction
As an academic subject, the field of social work is concerned with enhancing individual and collective social functioning. Social functioning alludes to the process through which we carry out our social responsibilities. Social functioning also encompasses the structural institutions that are meant to sustain people within a social context. Historically, it was assumed that Western governments would progressively address social issues through policy developments that would alleviate social costs. These policies were meant to eventually offer social protection to all citizens regardless of physical, economical, or mental characteristics (Reisch, 2013). Also, the policy formulation process was meant to protect the field of social work and develop relationships between practitioners and service users. Nevertheless, there have been recent social and political developments that have continuously eroded the field of social work. Globalization has happened, cities have been transformed, inequality has spread, and politics has become more divisive. The case of Emilia Arthurs presents a situation where a developmentally challenged child was neglected by her government. The Canadian government can be seen as one fostering ableism through the absence of sufficient effort and poor policy formulation.
