Review on the quality of tertiary education has become a norm in most countries. The universal address to issues of quality assurance is evident in higher learning education system. The use of ISO standards, cross-national analyses examples of steps taken to ensure the quality and standards met. Governments have helped a great deal in this by calling for improved management practices, use of resources in the assurance of quality and challenging institutions to submit quality audits. University assessment refers to the minimum threshold required to be meet by this institutions. It is essential not only to guide the development of these systems but also to monitor and continuously improve the programs that are in place. University bodies are responsible for quality management through the internal accreditation process and codes of practice. The Australian government department responsible for tertiary education is the department of education. All institutions that want to receive government support must meet quality and accountability standards set in the higher education Act 2003.In 1986, the Commonwealth tertiary education commission published the efficiency and effectiveness in higher education and noted the urgent need for rationalization. From mid-1970 the Australian government through Commonwealth higher education commission (CTEC), introduced (EIP) that is an evaluations and investigation program which promoted assessment of learning in the higher institution. In the mid-1980 various institutions got merged under one unified system of higher education. The majority of these establishments had now gained the university status. In 1986, report on efficiency and effectiveness of tertiary education indicated that this institution had not developed overall standard procedures for systematic self-assessment. A series of the review of the system in these universities began to examine the quality of teaching and researching techniques across the whole system. In 1991, the federal minister for higher education and employment service of Australia released a paper on quality and diversity which addressed the need for a credible process for quality assurance put into place.
