The Montgomery County Government (MCG) has transformed the manner in which it serves its citizens. The enterprise's strategic plan is to transition the existing methods to an all-inclusive themed business approach. The purpose of this is to demonstrate the partnership between the Department of Technology Services (DTS) and all of Montgomery County's Business Units. The ultimate goal of this is to improve delivery of customer service through overall strategic forward thinking. The Montgomery County Government's mission is to use information technology to make it possible for its employees to offer quality services to its citizens and businesses. It also aims at delivering information and services to citizens at home, work and in the community. Additionally, the enterprise makes use of technology to raise the productivity of its citizens and the government (MCG, 2013). MCG DTS employees share characteristics with other agencies in the public sector with the impendent loss of its technical and institutional memory as well as the ever rising private sector competition for qualified staff. The DTS strategic response has been the development of a proactive approach in order to meet department and constituent requirements more effectively, efficiently and with considerably fewer increases in the number of employees. To assist managers evaluate the trends of current and future workforce as well as plan pragmatically for the future operations, DTS has developed a Strategic Staffing Plan (MCG, 2013). DTS' vulnerability to the impending labor shortage caused by "the brain drain effect" (when retirees leave the workplace) has been addressed by an effort to improve its documentation of strategic job descriptions, especially with the senior IT and management positions. In the same way, it is important to enhance critical job procedures. Specialized knowledge ought to be captured and translated into a singular procedural manual, or projected into a configuration management information database. This will leave an informational reference or knowledge base for future employees in the agency. DTS has instituted a more comprehensive individual annual performance review process to provide feedback on the progress of employee development. DTS may also need to identify more formalized financial and non-financial rewards for employees accustomed to advancement and recognition within the constraints of the County's personnel regulations. The DTS' overall goal is to continue to invest in human resources solutions to attract and retain a quality workforce that can support current and future technology strategies while developing resources for new and progressive technology solutions support (MCG, 2013). Other than the challenges mentioned together with the organizational behavior, there is a culture of secrecy in the Montgomery County government. The county attorney's office and senior management in government have become excessively accustomed to working behind closed doors and keeping away from the tough questions. This governing approach hurts the taxpayers by diminishing the capability of oversight bodies like the Merit Systems Protection Board, the ethics commission and the inspector general's office to do their jobs. The outcome of this has been rising suspicion by county workers and residents of unchecked unlawful activity in the government. This also translates into a lack of transparency. Question 2: Discuss the systems that are the most appropriate to introduce into your organization. The Montgomery County Government should adopt a bring-your-own-device (BYOD) policy to make it possible for workers to use their own mobile devices at work. This system is actuated by employee demand. Numerous local governments as well as other states allow workers to use their own computing devices for doing business. BYOD can be utilized to increase job satisfaction and meliorate productivity as workers use the devices they choose and are comfortable with. Workers are able to access work email on their phones, while individuals with inspection jobs can complete reports electronically using their tablets (Hayes & Kotwica, 2013). Furthermore, BYOD can cut IT costs since employees buy the devices themselves. Many agencies that have Wi-Fi guest access let workers connect their mobile devices to the cyberspace. But a growing number are even providing access to enterprise data and applications. The organizations are applying BYOD in different ways, though their initiatives include management and security technologies and policies that address everything from rules and usage to security and privacy. A sudden rise in the number of BYOD users can be accommodated by deploying  mobile device management software system to centrally set up, secure and monitor devices. Users can password-protect their devices. Moreover, the stolen or lost devices may be recovered by use of such a system. IPad devices belonging to workers may be registered with a software, which automatically connects the them to a wireless network to provide access to work email. While using such a platform, users may be restricted from accessing particular websites (Hayes & Kotwica, 2013). Another system that may be introduced into the Montgomery County Government is the Cisco Unified Computing System platform. The county's budget, finance, payroll, planning and human resources systems may then be upgraded and migrated onto a Cisco UCS platform.
