Introduction
Since September 11, 2001, there has been a raft of changes on aviation security and airport operations. Some of the reactive changes have led to huge increases in costs while others have even inconvenienced travellers in a number of ways (IATA, 2018). As a result, there have been calls to consolidate safety and security regulations to improve the effectiveness and efficiency of aviation security strategies. Looking ahead, airports and airlines around the world attempt to establish a good understanding of performance-based security systems. In the UK, the Department of Transport and Civil Aviation Authority (CAA) have since approved the adoption of Security Management Systems (SeMS) by aviation industry entities (CAA, 2018). The SeMS approach is an organised and systematic management of security where security management is embedded into the day to day activities of the organisation. In this regard, SeMS approach encompasses management of security risks, measurement of security activities, organisation accountability in maintaining security standards and development of organisation’s security culture (Halford, Goglia and Stolzer, 2011). This paper evaluated the SeMS approach to aviation security in a risk-based security system. In addition, the paper discussed the role of the quality management system within the SeMS and Risk management system.
