The health and social care sector is one of the most underfunded sectors, which means the workload is high, and it is difficult to cope with the work that needs to be done. The overworked staff could not spend enough time improving their skills and developing their service quality. Partnership in health and social care focuses on empowering local authorities to engage better with communities and third sector providers to build a more efficient, effective, person-centered system. The Partnership between different organizations is important because it allows them to share knowledge about what works for certain people or areas. To reduce costs and improve efficiency, e-health systems were introduced in 1999 through the NHS Modernisation Act. The Act also reinforces that joint working between health and social care professionals is important in delivering high-quality services to patients. Some researchers argue that this Act has successfully promoted joint working, incentivizing different organizations to work together.
