The Responsibility of Different Layers of Government in Addressing Terrorism.
The issues of National Security play an important role in ensuring that governments are stable. That is why such issues always raise a lot of concern from both the public and the leadership. In recent times the number one national security issue has been terrorism. This essay looks at the possible solution to the problem of terrorism, and how the different arms of the government can work to implement this solution.
Addressing the Issue of Terrorism.
The rise of terrorism has been largely blamed on extremist Muslim immigrants. It is, therefore, no surprise that one of the proposed solutions is to stop all immigration (Snow 40). The problem with this solution is that it does not deal with terrorists already in the country. To fill this gap the public and some populist leaders advocated for the outright discrimination of Muslims.
Muslims are, however, part of our community. The solution of discriminating against them only breeds hate within the country. A divided country allows terrorism to thrive. On the other hand, locking immigrants out does not address the root cause of immigration.
The other solution requires the government to focus on ending conflicts and not starting any new wars. The rise of terrorist militia such as the Alqaeda and the Islamic State has always coincided with the presence of war. Without such wars, terrorist groups will not rise to power. The absence of terrorist militia groups will lead to peace and economic prosperity in all parts of the world. The consequence of this will be the absence of refugees and by extension terrorist activities in the Western world.
Purposing to end wars in all the parts of the world focuses on the root causes of terrorism. According to a report by the UN Refugee Agency (UNHCR), most terrorist actions are motivated by circumstances (Sude, David, and Sarah 14). 90% of immigrants who are involved in terrorist activities lack a formal education (Sude etal., 14). These immigrants also live in poverty. In the absence of war, governments in the Middle East get a chance to educate their children. An educated public is financially stable and less likely to be involved in terrorist activities.
It is the responsibility of both the federal and the local government to provide National security to the American citizens. Most of this responsibility, however, lies in the hands of the federal government with the local government serving a support role (Snow 144).
