The Massachusetts Cultural Council's Organizational Support Program
is a general operating grant that supported nonprofit arts, humanities,
and interpretive science organizations throughout the state. Students will
take the role of panelists: review four actual grants submitted to this
program; discuss proposals in a standard panel format; score each one
based on the program’s guidelines; and, ultimately, decide whether to
award funds. This review will be conducted through a panel process
typical of all state arts agencies as well as most corporate and some
independent foundations.
Role of Panel
Peer-review panels are constituted in various fashions depending on the
requirements of specific program categories. In most cases, panels
include discipline professionals informed on the issues relative to
specific funding categories. Panels are constituted to represent a broad
range of demographic factors and artistic disciplines. Panels may
include out-of-state panelists to provide increased objectivity and a
national perspective. No panelist serves more than three consecutive
years on the panel of any one program. To achieve continuity in the
panel process, one or two panelists are invited to repeat service each
year. Note: Organizations have been instructed that a panel of arts
professionals and other individuals with relevant experience, will review
all applications according to the performance expectations. Applicants
are further advised that panelists are from both inside and outside
Massachusetts who may be unfamiliar with the state’s organizations,
artists, and/or communities.
Initial Post: For this module, you will review four different grants.
Given the requirements and grading scale of the foundation’s criteria,
you will ultimately decide if the grant should be funded, supported by a
numerical score and your funder’s notes. For each grant, indicate why or
why not you have chosen to fund this proposal, considering proposal
quality, community involvement/benefit, and organizational capacity.
You will have four responses in total, and each response should be no
more than 100 words. At the end of the week, I will post the actual
scores from these real-life proposals. Consider the following questions
in your evaluation:
Does the grant proposal leave you wanting more, or needing more?
Is the writing style a strength or weakness?
Do you have questions regarding the organization’s capacity?
Does the quality of programs meet the standards of excellence for the
discipline?
How involved is the board?
Does the organizational budget present more questions than answers?

Proposal 1: A capacity building grant by Olga Castaneda
The author of this proposal has provided the organization’s main activities for the past few years alongside other relevant details that portray the quality of the organization’s programs, hence, 60 points for the quality of the proposal. The proposed project has a number of ways of collaborating with other communities and engaging community members hence 20 points for community involvement and benefit. There is also evidence of community involvement programs which helps the organization solicit audience and community input (20 points for community involvement and benefit). The proposal has also presented the long-term goals of the organization, the types and sources of in-kind goods and services provided by the organization alongside the methods used to evaluate the organization’s success. These grant the proposal 20 points for organizational capacity and a total of 100 points. The proposal should therefore be supported and funded.

In this grant proposal, the author discusses the history of their organization alongside their goals. There is also a discussion of the activities engaged in by the organization for the past years. The author however does not provide insights into how the organization solicits audience and community output and the collaborations they have with other communities. The author focuses more on providing the details of the grant proposal compared to information on the company that is related to the proposal. The author has also gained to provide details concerning the capacity of the organization. The proposal acquires a score of 60 on the quality hence not appropriate for funding.
