The Bay Area Rapid Transit
The concept of an alternative subway system was first introduced in the early 1900s by Francis Smith. The concept merged with the plans of constructing a third-rail subway system connecting counties within the state. In 1946, Bay Area business leaders raised concerns to the authorities on the challenges in the transportation system that was caused by the increased post-war movement of people and the concern of the fast-rising congestion in the region (Garrison, & Levinson, 2014). The idea inflated by time due to persistence by the civic and business leader in the area. In the same year, a joint Army-Navy Board was instituted to review the congestion challenge in San Francisco Bay. The joint board concluded their review in 1947, recommending the construction of an inter-county link between San Francisco and Oakland. By 1951 the pressure on transport system was at its peak that was the state legislature to institute San Francisco Bay Area Transit commission with a representative from all nine counties which touch the Bay (Garrison, & Levinson, 2014).
