Based on these articles, land was initially free but authorities want to control it through planning. It is not until the twentieth century that planning gained popularity as a derivative profession. Reformers were convinced that it was string public authority that would enable them to execute plans that were capable of causing cities to grow, be relieved of congestion and remain orderly. The vicious proponents of city planning started to quit the profession since most of its members were concentrating on elements of design and craft with regard to efficient business rather than social improvement. Thus, it is essential to note that the article implies that planning is something that is dependent on careful study of the cities by experts so that it can have political and economic influence. Nonetheless, it is evident that city/town planning is a practice that has been evolving over the years. Currently, those who get engaged in city planning get involved in other activities such as designing, plan making, critiquing, advocating of special interests, management, regulation, evaluation as well as intermediaries. Local governments were greatly involved in city planning and growth of the profession especially after the Second World War. The application of local land use regulations enabled cities to have exclusion of undesirable residential, commercial and industrial areas. This kind of competition was also classist as elites were able to attract economic growth in certain areas while other areas remained underdeveloped.
