Biographical/Researched-based Essay on Woodrow Wilson – The Father of Public Administration Student's Name Institutional Affiliation Course Name Professor's Name Date Biographical/Researched-based Essay on Woodrow Wilson – The Father of Public Administration Thomas Woodrow Wilson, also known as Woodrow Wilson, the leader of the Progressive Movement, was the 28th President of the United States of America between 1913 and 1921. Woodrow Wilson was born on 28th December 1856 in Staunton, Virginia to Jessie Janet Woodrow and Joseph Ruggles Wilson. Tommy, as he was known in his formative years, would grow up to become the 28th President of the US, and a leader behind the crafting of the Fourteen Points of the Versailles Treaty and the 19th Amendment, which he is famously known for. With his education and skillful leadership, he changed the way the US government ran its affairs, and being a committed leader, he saw America through World War 1. His ambition was to “make the world safe for democracy”. Besides being the US President, Woodrow Wilson was also a great contributor in the field of public administration. In fact, he is known as the “father of public administration”. He challenged the efficiency of the government and encouraged citizen participation – concepts that are necessary for the political environment today. This paper talks about President Woodrow Wilson, his biography, and his contribution to public administration. Woodrow Wilson grew up in Virginia, but he traveled mostly in the south with his family. Growing up in the South, he experienced the Civil war and became fond of it. He got to experience the war through his parents’ eyes, and he grew very fond of it and even took up the Confederate cause. Tommy was the third born out of four children. His father, a Presbyterian minister, wanted his sons to study debate and oratory but Wilson chose a different path. Wilson could not read until he was 10 years as he suffered from dyslexia, but this never stopped him from achieving commendable academic prospects (Schell Jr, 2012). He enrolled in one college and 1875, he transferred to Princeton. Woodrow Wilson would then later study law at the University of Virginia and a Ph.D. in political science and history at John Hopkins University. His first major position was at Princeton University, where he was the President and he struggled to implement progressive policies which went against the conservative alumni and faculty. He also got to be a professor at the institution. He would later get a direct nomination and become the Governor of New Jersey. His experience and skills as a governor and college President landed him the Democratic nomination for President (Schell Jr, 2012). In his tenure as the President, he was hugely involved in World War 1 and its aftermath. He tried to separate the concept of politics and administration. Besides being a good US President, Woodrow Wilson, known as the father of public administration, contributed enormously towards the field. With regards to this field, one of his popular works that Woodrow Wilson is given great recognition for is the essay he wrote titled, “The Study of Public Administration” (Woodrow, 1887). Thus, his contribution to public administration started way back when he was an academic. This essay is what made him recognized as the founder of public administration to date. Two decades before the writing of this essay, there was a movement that was responding to societal problems like increasing corruption, inefficiencies, loss of traditional values, urbanization, and immigration (Snellen, 2014). Wilson was also opposed to the inefficient system of public administration that had been in the country for long – this system worked in a manner that loyal supporters would be awarded administrative posits once the party won the presidency. It is this movement that opposed such inefficiencies of the country that influenced Wilson to publish his public administration essay. His essay discussed making major changes within the structure of the government so that administration issues would be efficient and transparent. According to Wilson, the general law application was an administration and he included military recruitment, mail delivery, execution, and taxation as part of the field. His essay highlighted two major themes that have become part of the administrative procedure today – administration means a government in action and the politics-administration dichotomy. Through such ideas, Wilson challenged the administration of the system in his time. What dd it mean to serve the public? Who was qualified? How do we improve administration? Wilson attempted to answer these questions with a scientific view – he developed some principles and strategies for administration by incorporating some items for research (Cook, 2007). The founding father of public administration postulated that an administrator was not a “mere passive instrument” because he/she was independent and had their will. It is this notion of the independent administrator that created the politics-administration dichotomy (Woodrow, 1887). This principle posits that administrators should not get involved in policy creation because it is not their business. It is the policymakers who should do that and represent the people’s will while making the policies. Wilson’s argued that administrators were carriers of the people’s will and they completed the democracy cycle. Through the two themes, Wilson helped in giving a solution for the country that had so many challenges that needed to be sorted efficiently. They were however written off because of the New Deal and the Roosevelt administration. Government agencies would later work with policymakers to ensure the success of programs meant to promote the citizens; welfare (Library of Congress, n.d).
