Abstract
Different organization have been established aiming at improving education service delivery to students with special needs and disabilities particularly those ta universities and colleges. A good example of these organization include the National Council for Special Education (NCSE) which mainly carry out special education research that need to be provided to the children with a supportive evidence based results. The establishment of Education for Person with Special Education Needs (EPSEN) Act of 2004 provides guideline on the appropriate procedures required to cater for those college students who have indicated disabilities and difficulties in education field. Over 40,000 students have been declared to have disabilities with an expectation on increase in figure due to varying factors that leads to disabilities. Mainstreaming disabilities in education development involves inclusion of students with special needs at all educational aspects to ensure that they receive highly quality education equivalent to the normal students, enabling them to compete equally with their counterparts who are normal. Student with special disability inclusion is identified as a state that need to be considered in all programs. It cannot be afforded to be viewed as a stand-alone thematic issue whereby all the state parties are required to implement measures and guidelines to ensure equal and full participation of the group with special needs in the society.

Chapter one
Introduction
This chapter entails the concept and development of the proposal with the background information of the research and statement of the problem that the research intends to solve. The chapter will also discuss the research objectives, research questions and the hypothesis. It also provide the meaning of the abbreviations and terminologies used throughout this proposal for easy understanding of the meaning by the reader on the issue relating to the effort made by the college and university institutions in providing support to the students with special needs.
Background information of the research
It is not an obligation of an individual or a child to be born with disability. There are thousands of children in the society that are with diverse form of disabilities. The form of disabilities present to the children include physical or mental which mainly affects the life of a child. Disability may have occurred naturally due to hormonal influence during birth, or may have been developed in human being due to prevailing conditions or life situations. Quite number of children in education institutions have also been reported to develop developmental and learning disabilities which may mainly include ADHD, autistic spectrum disorder, and dyslexia. The disabilities associated with academic or learning may not apparently be noted by teachers or instructors as they may think that it is normal or difficult in understanding the learning concept that may be leading to child failure.
Children with special educational disabilities may develop learning difficulties due to development of different factors which may include difficulties in behavior and social skills, disabilities in proper communication and language use and difficulties in concentration in class. Some students may also develop hearing impairment and mental health issues which may include depression and anxiety. Others have been noted to experience physical or neurological impairments or visual problems which may range from mid to severe condition. There are also those student who indicate literacy and language difficulties in such they cannot communicate or even express themselves properly in class. Another form of learning disability expressed in those students with gifted and talented learning skills whose educational potential is beyond the normal human capacity including intellectual, creativeness, social, and physical capabilities.
The development of education policies and practices has focused on inclusive education to cater for the children and young people with special education needs. The department of education has come to an agreement on segregation of education system for children with special educational needs especially those at higher learning. For instance the US federal government have paved the way through establishment of Education for All Handicapped Children Act of 1975. This was later in 1990 amended to be Individuals with Disabilities Act (IDEA) and updated in 1997 to enhance promotion of whole-school approaches to inclusion of students with special education needs. UNESCO Salamanca Statement has endorsed inclusion education movement internationally reflecting to the United Nations global strategies of education for all. The inclusive education policies have developed to become a central point for human rights and provision of equal opportunities to enhance liberal democracies across the world. The inclusive policies provides a challenge to other policies and practices excluding other children from their right to education due to their disabilities or educational special needs.
The inclusive education system principles may be uncontested to strive for tolerance, diversity and equity in education sectors with reference to students’ abilities. The need for meeting a high quality and effective educational setting for meeting the need for children and young adult educational requirements has become paramount at local, national and international level. Reviewing and interpretation of literature behind complexity and contradiction of inclusive concept of children with special academic needs leads to oversimplification of inherent danger associated with the concept.
Significant of the study
A large number of children at school level have indicated difficulties in proper learning and communication skills. Such students attending school especially at college and university level experiences difficult moments in expressing themselves and comprehending education system to improve their academic performance. Colleges and universities comes up with special programs to assist these students to enable them improve their learning skills for effective competition in the job market and also to enable the, become relevant in the society. The study conducted herein therefore aims at finding out how colleges provide academic support for such students with special academic disabilities to enable them become more competitive in education field. This research will also provide legal and institutional guidelines established to indicate appropriate means of inclusive practices for students with special educational needs in colleges and universities. The research is therefore important in ensuring that students with special academic disabilities acquires a quality and effective education as it is provided to any other normal student.
Problem statement
Discrimination rate has of late increased in education sector especially colleges over those students with special educational disabilities. The common noted disabilities among the students include difficulty in communication and reading. In most cases, these children expresses poor academic performance due to low quality of education and minimum care provided to them. They have also indicated lack of support and inclusion in educational programs and processes by the education bodies and peers at the school arena. College students with low communication and learning habits are poorly rated and their academic expectations are not reliable.
This research therefore aims at providing both theoretical and analytical guidelines for the appropriate means of handling students with special academic disabilities.
