Managed Care and Health Insurance - Homeless, Uninsured Pregnant Woman Needing Prenatal Care
Introduction
Moving from one health plan to the next may result from various factors, all of which may require considerations with regard to the policy that one will settle on. The reasons that may lead to such decisions include losing of job, early retirement, changing states or leaving a particular job for another. Options are available though, that may continue to ensure that one has sufficient health cover, yet another option would be to have a personal health cover (Department of Insurance and Financial Services, 2016). Most families, however, have low-cost health insurance plans and may wish to advance to higher plans, available in different states. All these factors must be put into consideration before such moves are made.

Alaska

Description of the Coverage in Different States.

The government of the State of California offers insurance cover for pregnant women who may not have such cover, but have other health plans. The State of Florida offers insurance plans for pregnant women who already have working plans with the Obama Care. The plans offer individual health covers with maternity coverage too ( Hane, 2013 ).

In the State of Alaska, the primary medical cover provider is the Medicaid which provides covers for low income families as well as pregnant mothers. Which implies that pregnant woman in one State may move to Alaska and still continue with her medical plan. (State of Alaska, 2015)

Features of the Health Plan

Pregnancy cover may be offered with MCAP, but one has to have other plans with deductibles of more than $ 500.

The primary health cover is Obama care and premiums are offered with regard to poverty levels such that the method adopts cost sharing.

The State offers pregnancy covers to those with Medicaid plans and therefore anyone from any state can benefit.

PART II
Features for Choosing Alaska
Many healthcare plans are available in the United States of America. Some are offered by insurance companies available in each State or some even go across the borders of various States. At the same time, there are medical coverage plans that are financed by the federal government and enhanced by the State governments. Of these are Medicare and Medicaid. However, Medicaid has greater benefits that cannot be ignored.
Making decision may not be very easy in cases with slim differences regarding the benefits that are accompanied by a given plan in the various States. Even though even though Medicaid is available for the whole of the United States, the implementation by each State may differ, and such plans may be different depending on numerous factors. For instances, considering the choice of Alaska over California and Florida, very fine details are considered, which may equally change the choice. All the plans in each of the States have their advantages, each of which also comes with their challenges.
Regarding medical cover, the State of Alaska seems to concentrate on building the capacity of Medicaid to offering the needed medical cover. Unlike other States which have both builds on both the private and Medicaid potentials to offer cover, Medicaid becomes the best option for most Alaskans from which a variety of options are available to choose from.
But what makes Alaska concentrate majorly on Medicaid? According to Goldsmith et al. (2006), the population of Alaska more than doubled in a three decades, that is between 1970 and 2000, the growth which was associated with public healthcare plans that were highly considered at the time (Goldsmith, et al., 2006). It is not far from true that the same trend is still upheld by the government of Alaska.
Benefits of Choosing Medicaid As Provided By Alaska State
Medicaid comes with great packages that attracts seems easy and affordable. First, the eligibility for Medicaid is not complicated. In fact, the federal government offered money to ensure that Medicaid was expanded to meet a large number of citizens who are considered to be earning low incomes. In that context, it implies that it is not complicated to be eligible for the cover. According to the plan, eligibility is categorized into financial and non-financial categories.
In income eligibility, the Modified Adjustment Gross Income (MAGI) established under Affordable Care Act ensure that a minimum financial eligibility is met when a citizen seeks cover with Medicaid. As a result, the plan meets the needs of the old people, children as well as pregnant mothers. At the same time MAGI-method does not vary from state to state since it prevents disregard of an individual based on the State and incoming that the citizen earned from that particular State, which makes it easy for one to move from one State to another without having to change the health plans (Federal Government, n.d.). Eligibility for Medicaid is also determined through citizenship, parenting status, pregnancy as well as age, which makes it even more affordable for the current state.
Through DenaliCare, pregnant mothers who are subscribed to Medicare can get the cover. In this package, the mother can be presented as both being with low income, and as a result, may have the children covered too. This plan is an expansion that is taken from Medicaid and is therefore only available in Alaska.
Second, Medicaid comes with varied packages that contain other benefits too. For instance, once registered and one starts to get the benefits, others accrue as a result. The medical cover ensures that evil the entire family needs. Medicaid has good policies including behavioral health services, autism, dental care, screening services, diagnosis and treatment of various diseases, hospice benefits as well as telemedicine services. It is important for one who wants to move from one state to the next to consider these benefits of which are not available with most other insurance plans (Federal Government, n.d.).
Another outstanding benefit for preferring Alaska is that through the Medicaid health plan it uses as its primary health cover is the fact that the plan does cost sharing in which the State of Alaska charges premiums and has established the same for it citizens who are enrollees of Medicaid. These cost sharing plans include coinsurance, copayments, deductibles among other charges. Even though these out of pocket charges may be limited, the State of Alaska has put in place higher charges to the individuals who earn higher incomes. Children and pregnant women among other special groups of people are exempted from the charges that are categorized under out of pocket costs.
Alaska State has also made it a routine to charge pregnant women and infants coming from families earning low incomes. The financial target that aids such vulnerable groups comes from the higher charges imposed on the other groups. Prescription drugs are also promoted through the use of out of pocket charges, which ensures that pregnant women will be able to meet the required drugs as prescribed by doctors (Federal Government, n.d.). Medicaid has inter-government transfers which make it even easier to adopt the plans in another State. With the possibility of freely moving from one State to the next without having to change so much in the health plans, one finds it so much appealing to get to Alaska.
It is even easier to manage life in Alaska. For instance, somebody earning $ 50000 and managing life with such an amount in Alaska will need $ 57000 in California (Sperling's BestPlaces, 2016). The additional dollars that can be spent to meet the daily needs while living in California may be added to take care of the health needs of the family. The kind of life lived in the Anchorage is also a noble life that cannot be looked down upon. It is one of the reasons why health is better in the State than the other California and Florida.
Difficulties in Choosing the State
Difficulties in changing States may arise based on different categories but in this case, it can either be health plan or not. In health plan, the factors that lead to the choice of a State of the rest is considered whereas non-health plans factors are other daily lives needs.
Non-Health Care Plans
One of the most difficult tasks in the United States of America is the choice of where to live with minimum financial obligations but with high-quality life. Most towns in America, for instance, have majorly commuting people. With that regard, it becomes challenging to determine exactly where one needs to be.
Commuting in California is averagely taking 28 minutes perhaps, while 27 minutes in Florida, but 19 minutes in Alaska. This may impact on an individual’s choice of State.
Another thing is that Alaska has a population of 780000 people as compared to 19 Million and 38 Million people for Florida and California respectively. In places where the population can be high, no normally has better developments as compared with places that have low populations (FindTheHome, 2016). That implies that California is more urban-like as compared to Florida and Alaska. But, the low population may also be desirable to people who want peace in the neighborhood. This may not imply that all the areas that cover California or Florida may urbanize and therefore have places that can be habitable peacefully. Ideally, it is better to live in the cities in California than in Alaska, especially if one is ...
