ABSTRACT
The organization was established way before independence under the local government. In 1979 the organization was designated as an urban council by a presidential decree that served the Naivasha division but was only gazetted in 1982. A decade later, in 1993, Naivasha was elevated to a Municipality until August 2010 when the results of the constitution referendum led to Naivasha municipality being replaced by the Naivasha Sub County. The promulgation of the constitution of Kenya 2010 (COK 2010) on 27th august 2010 paved the way for the realization of the dream system of governance. Chapter 11 (cap 11) of the constitution of Kenya 2010 – Devolved government provides explicitly for the setting up of the county governments (Abiya,1996). County government facilitates reliable sources of revenue, to enable them to govern and deliver services effectively.
Moreover, no more than two-thirds of the members of representative bodies in each county government shall be of the same gender (Musota,2008). There are 47 county governments in Kenya, which are subdivided into sub-counties in each county, whereby the county government provides services.
