Managed isolation and quarantine (MIQ) are among the strict measures implemented by the New Zealand government to deal with the covid-19 pandemic. In particular, it is using this measure to stop the spread of covid-19 by ensuring that people who return to the country do not have the disease, and in case they do, they are isolated and quarantined until they are covid-19 free in order to be reintegrated back to their communities.

While the MIQ measure that has been imposed on cross-border travelers entering New Zealand could be viewed from a public health perspective, it is a decision that is best explained using the concepts of private and social costs as well as private and social benefits in private decision-making. The main argument for imposing this measure as mentioned by the minister in charge of managed isolation facilities, Megan Woods, is to ensure that the country gets a balance by recognizing that New Zealanders have a right to return home but some of their travelers might be considered discretionary.
