Abstract
This paper examines issues of culture in social work, with particular reference to the barriers to culturally sensitive social work in Hong Kong. The themes that are investigated include: the differences of culture, policies as well as mind-set towards these differences, the various forms and how much of discrimination results from these differences, the responsibility lying on professional decision makers along with the final consequence resulting from the failure to appreciate issues of culture and their impact on policy and practice. Also the ways of Promoting culturally sensitive social work to ethnic minorities is explored in this paper from research which was conducted online (internet sources) as well as offline (non-internet sources) to come up with balanced conclusion on the subjects under study.
Introduction
In social education, culture is defined as a global occurrence which reflects human behavioral norms, diversity and global independence awareness. It indicates the integrated patterns of human behaviors which include communications, thoughts, actions, beliefs, customs, values, religious institutions, racial and ethnic institutions or social groups (NASW, 2000). Other disciplines like history define culture as ways of a community which are totally conveyed from one generation to another. It includes various ways in which disabled people or people from different religions backgrounds, lesbians, gays or transgender experience their surrounding world. Culture also includes but not limited to family systems, history and artistic expressions of client groups served in the different cultures related to race and ethnicity, immigration and refugee status, tribal status, religion and spirituality, sexual orientation, gender identity and expression, social class, and abilities (NASW, 2000). This paper examines the main findings from research, theoretical perspectives and models that identify the barriers to culturally sensitive social work in Hong Kong
