The main activity involved in planning for a country is the population planning. The process involves getting the information of the population in terms of age, nationality, sex, land use patterns and determining whether that population can be fed by both the private and public sector. Planning in Qatar is done in a unique manner where there is much considerations of the large young population, a high number of males and also a high number of foreigners in the country than the Qataris. This situation makes the Qataris be the minority group in their own countries. Planning in the state of Qatar is under two organisations which are The Planning Council, established in 1998 and the Central Statistics Office. The purpose of this paper is to determine how the Qataris are socializing and carrying their normal activities despite being the minority group in their own country. The paper also takes a look on how planning has contributed in the cultural development Qatar. The guiding question in the paper will be; how are Qataris living in their own country despite the influx of a large number of foreigners who have different cultures?
