The Ministry of State Security (MSS) is China’s civilian intelligence, security, and secret police agency. It is responsible for foreign intelligence, counterintelligence, and political security. MSS is headquartered in Beijing but runs divisions throughout the country. Critics have accused the agency of engaging in counterintelligence, collecting technology and secrets from other countries, and repressing internal dissent within China. The fundamental objective of the MSS is to control and manage the Chinese population to preserve the Chinese Communist Party’s (CPP) rule. The Chinese government equips the MSS with the resources and capabilities to accomplish its strategic priorities. These resources include finances, technologies, and government backing. China has marshaled substantial resources, technology, and political will to strengthen and modernize all aspects of the MSS (Office of the Secretary of Defense, 2020). The administration has advanced the agency’s technological capabilities to “conduct computer intrusions, resulting in the theft of hundreds of gigabytes of sensitive data involving aviation, space and satellite technology, manufacturing technology, pharmaceutical technology, oil and gas exploration and production technology, communications technology, computer processor technology, and maritime technology” (Office of the Secretary of Defense, 2020, p.14). Thus, the resources enable the MSS to hire professionals to undertake espionage operations. The Chinese government equips the MSS with substantial resources to allow the agency to accomplish its counterintelligence mandate.
The MSS has strategic priorities that inform its domestic and international activities. The strategic priorities underpin the agency’s local and international operations. The MSS conducts in-depth investigations to resolve conflicts, maintain social stability, quell hostile and disruptive operations by domestic and foreign forces, and protect national political security (US-China Business Council, 2020). Other MSS priorities include protecting national political security and enacting public safety and crime prevention and control measures to preserve the peace. It also
