Transparency is a term used in governance or business referring to the state of being straightforward, openness and honesty. It is mainly considered as one of the pillars of good governance (Geraats, Giavazzi, & Wyplosz 2008). According to Kailasam (2014), Transparency is operating in a manner that is easy for other people to identify and see the actions being carried out. On the other hand, governance refers to the processes and structures designed with the objective of ensuring empowerment, equity, accountability, inclusiveness, transparency, broad-based participation, stability and the rule of law (Geraats et al. 2008). This paper provides a literature review on transparency and governance.
Kosack and Fung (2014), argue that transparency is inextricably linked to governance such that there can never be good governance without transparency. As such, it promotes good governance because the level of openness and clarity offered through transparency enable marginalized people to be involved in policy design and implementation, thus, influencing the decisions which shape their lives. Graham and Plumptre (2013) argue that transparency is a crucial element in promoting good governance because it encourages policy-makers and decision- makers to exercise their powers for the greater good of the society. Promoting good governance requires considerable efforts to be put in promoting transparency (Kailasam 2014). Additionally, Kailasam (2014) argues that good governance is a product of increased transparency within the organization or state.
