1. Introduction
1.0 INTRODUCTION
1.1 PURPOSE OF MONITORING AND EVALUATION PLAN.
The overall purpose of this M&E plan is to help Bondo HIV/TB co-infection prevention and control Program to track the spread of epidemic and understand the changing behaviour of population groups so that well informed and timely decisions are taken at program and policy level in mitigating the impact of HIV/TB CO-INFECTION.
The monitoring and evaluation plan is developed with an aim to:
Collect evidence of activities and results
Assess the quantity and quality of achievements of targets,
Help develop clear M&E data management processes that will enable systematic collection, collation, processing, analysis, and interpretation and use of data
Help define a list of core indicators that enables tracking of progress among different sub-population groups
Help identify issues for operations research that offer valuable solutions and thereby improve efficiency of the program
Develop a plan for strengthening the capacity of all partners involved in the monitoring and evaluation of HIV/TB CO-INFECTION programs including National M&E unit.
Describe the dissemination mechanisms of all critical information amongst all stakeholders, implementing agencies and among the general public.
The expected outputs on the implementation of the M&E Plan:
Strengthening the Monitoring and Evaluation System
Quality and timely reporting by all program implementers
Establishment of a data depository and database
Structured coordinated flow of routinely collected information among stakeholders at various levels of the M&E system
Establishment of monitoring and evaluation dissemination strategy.
1.2 Problem statement
In Kenya, approximately 1.4 million adults aged 15–49 years were living with HIV in 2007 (NASCOP, 2007), with a prevalence of 7.4%. The most recent Demographic and Health Survey (2008/9) (KNBS, 2010) reports a 1.1% decline in prevalence among the same age group, to 6.3%. However, there is marked variation within the country, ranging from a high of 13.9% in Nyanza Province (16% in women and 11% in men) to a low of 0.9% in Northeastern Province (KNBS, 2010)
Within Nyanza Province, the HIV prevalence among those identifying themselves as belonging to the Luo ethnic community was 20.2% (17.1% in men and 22.8% in women), compared to 4.7% and 7% among the neighbouring Abagusii and Abaluhya communities, respectively. The prevalence of HIV among African widows has been shown to be exceptionally high at 30.2% in 2003 and 43.1% in 2008/9. The HIV/Aids prevalence rate for Bondo was 23.6 percent against a national prevalence rate of 7.4 percent. (IRIN, 2011).
The statistics above shows that there is high prevalence of HIV/TB co-infection in Nyanza province as compared to the national prevalence therefore this figures raises alarm and raises questions on what needs to be done other than what is being done. Factors contributing to high prevalence of HIV/TB co-infection include Cultural practices It has been postulated that cultural practices of widow inheritance and sexual cleansing as well as non-circumcision of are among the key factors that account for the disproportionate burden of HIV within the Kenyan Luo community. Poverty also contributes to the high prevalence. The poor also carry a bigger burden - like deaths from HIV/TB co-infection - and are more likely to engage in sex as a source of income. In addition to harmful cultural practices, the lower status of women, the social stigma surrounding HIV/AIDS and poverty all conspire against communities in Nyanza Province. A number of challenges, however, still exist. Among them are the needs for increased resource mobilization, the ever increasing numbers of people in need of ART, the competition for resources for HIV/AIDS interventions with other health and developmental issues, the slow change of sexual behavioral patterns as a result of deep rooted cultural practices and beliefs, as well as the high level of poverty.
1.3 Project overview
The project has grown rapidly in the past five years due to increased mandate and number of HIV/TB co-infection control interventions, with a growing budget and scope of activities, the project has required an increase in capacity to monitor and evaluate its activities. This is beginning to be achieved through an increase and training of staff, an improvement data quality and use, an increase in technical assistance in specific areas of M&E, and an expansion of the basic data management system and M&E personnel working in the project.
To this end a functional monitoring and evaluation unit was established in 2015. This unit is now developing systems to monitor and evaluate project activities and finances. While much has been achieved, there still remain many challenges as the project continues to grow and require more accurate and rapid monitoring. This M&E plan is designed to help the Division improve management of the division and information flow to the various stakeholders including the Bondo district, partners, and donors. This plan is designed to monitor five year Bondo monitoring and evaluation Plan 2015-2020 for HIV/TB co-infection prevention and control project.

To formulate a monitoring and evaluation plan that is efficient, effective and sustainable in prevention and control of HIV/TB co infection

1.4 project description
The HIV/TB co-infection project in Bondo Sub County has the priority of preventing new cases of infection by advocating for condom use, prevention of mother to child transmission, discouraging widow inheritance as the statistics shows that the prevalence of HIV among African widows has been shown to be exceptionally high at 30.2% in 2003 and 43.1% in 2008/9 (KDHS 2009) and abstinence for the youths.
