Public administration is the process of executing government policies. It can also be termed as a discipline that deals with the preparation of civil servants to work in the public service. Public policy is considered a bureaucratic move as it involves procedural collective action in decision-making. Several processes are involved including policy identification, agenda setting, policy formulation, policy legitimation, policy implementation and policy evaluation (Dye, 2008). Due to the many questions on what role the public administration plays in public policy process, this paper seeks to analyze these roles.
PA is tasked with the role of advocating prudent development of economic segments through macro environment regulation. The leadership in the country is expected to initiate policies that seek to inscribe problems affecting the business environment. Some of the issues PA addresses include the fiscal policies, insecurity, infrastructural development, and provision of better health systems. Clemons & McBeth (2009) claim that among the issues the PA should address are insecurity, fiscal policies, and infrastructure, so as to ensure its civilians are protected from terrorist’s activities.
The government has to rely on its staff for idealization. The civil service plays a major role in the country`s decision-making process. The staff is expected to formulate development agenda that would ensure the welfare of its civilians is enhanced. Some of the development policies may be increasing public finances, privatization of state-owned corporations, encouraging domestic markets for local produce and financing energy firms. Dye (2008) argues that politicians should not rely on policies to create influence and seek reelection but use those policies for the welfare of their nationals.
