Through computer networking, there is a connection of computers in various corporate level hence enabling communication and also a more reliable ways to convey information from one employee to the other without physically or face-to-face handing over the data. The most interesting fact of such connection is the availability of the internet (Hocking & Melissen, 2015). Through the net, there are chances of gathering vast information about all education disciplines. An example is the online courses and classes provide by the IDC. These programs help in creating opportunities for learning from home or office making it reliable for the ambassadors to multi-task and perform their duties adequately both in academics and at work. The internet has also helped in the innovation and creation of a different application that helps in linking embassies and other enterprises. The ideal advantage of IDC is the availability resources to the various ministries enabling better organization management and growth. But its only con is the fact on decision-making skills on how to use the internet which entirely depends on the user. Ubiquitous Access The possibility of accessing such computer systems creates an advantageous means of running a ministry since there is less restriction for embassy staff. Diplomats have access to the primary systems like servers that help in their duty performance. The access of information is usually the most important factor to run a successful enterprise. Information creates opportunity by offering a better means of relating to current and future trends of the economy. Diplomats also get the advantage to relay information using technology which is fast and reliable, without them physically appearing on those environments. There has been a concern on how and when to access the servers because of the possibility of cyber-attacks (Hocking & Melissen, 2015). To enhance security when sharing vital information various strategies are placed to stop hackers from gaining access to the system; these strategies include the use of virtual private networks that only allows diplomats to access the servers and employing experts on the discipline on security and cyber-crime to help reduce ICT attacks. Also, the idea of installing software that helps in maintaining foreign affair issues helps in improving diplomacy and relation of various nations. Citizens’ interaction Studies clearly show that citizens’ interaction plays a significant role in diplomacy while residing on foreign land. The central importance of such communication is to create awareness to the embassies on their well-being physically and mentally. ICT creates a better means of interaction between citizens and embassies through the use of social media. The information got from social media and webinars usually help the ministries on managing current and future trends on allowing their respective citizens tour or relocate to foreign countries by issuing them a visa and other legit documents that might help them while on foreign land. Technology creates an opportunity for better vast information handling and processing giving diplomats the opportunity to share and communicate with citizens freely and occasionally. Through communication, a better relationship is built between the embassy and the citizens, and the two countries linked via the embassy (Hocking & Melissen, 2015). There is the issue of online assistance which is real time and proves to be very successful since residents need not go the embassy physically but can communicate to diplomats while at home. Also, the issue of updating the systems to fit the current economy. The upgrade should be diverse on both the hardware and software disciplines to help in better modes of transmitting information. Open digital diplomacy Open digital diplomacy is a consideration when it comes to the maturity of Extended Data Management Facility(EDMF). Maturity considers the use and design of a system that ignores superiority and inferiority but adapts the features of creating a better system that serves various ministries, governments, and citizens who are residing in foreign countries. Embassies need to create a system that is well integrated into data collection and analysis to help in maintaining current information on citizens and diplomats. When upgrading a system, the primary focus should be on current technology both hardware and software. Better technology devices create a healthy working environment for diplomats hence computer reliability. A system that is reliable will help in fast data collection through research and also fast online assistance to citizens (Hocking & Melissen, 2015). Communication is usually a better medium of connecting diplomats with their respective citizens and through it, there is a chance of strengthening the existing relationship among governments, embassies, and citizens. It also creates an opportunity to ease the creation of effective diplomatic policies responsible for managing the public. Factors Hierarchy and organizational structure. Various ministries are usually structured according to the hierarchy which is also a fundamental factor to consider when it comes to the disciplines in ICT. A good example is bureaucracy system; this type of system has a well elaborate chain of policies that employees must follow and obey. The structure also extends on superiority and inferiority because power flows from top to bottom of the chain hence reducing the chance of lack of adequate know-how relating to the functioning and relationship among various departments on the ministry (Hocking & Melissen, 2015). The primary problem of such systems is on its reliance on hierarchy and rules and policies hence it is hard for ICT to help in easing the ministries proper functioning. Since ICT is evolving and creating better online systems, there is need to abandon the bureaucratic system and adapt better means of serving the citizens. Secrecy, privacy and confidentiality. Security is also a primary factor to consider in the field of diplomacy. Since embassies have vast information about their citizens and foreign affairs, there is the need to create protection policies that will only give access various authorized personnel. Bureaucratic system is an ideal system that advocates administration skills. Through the system, these data cannot be obtained by civilians unless there is the provision of authentication from the Ministry (Hocking & Melissen, 2015). Protecting the data is usually done by creating ciphers that are typically hard to hack. This information is often shared with the government since the ministry is one of its departments.
