The Emergency Operation Plan (EOP) is a document that outlines how to organize and control operations in the event of a significant emergency or disaster. The responsibilities of the departments, organizations, and personnel in emergencies are outlined in this plan. In response to the appearance of COVID-19, the state of Missouri developed an Emergency Operation Plan outlining the steps that would be taken to slow and stop the disease's spread.
Components of the Basic Plan
The EOP, which consists of State of Missouri vaccination teams that were meant to conduct mass and targeted vaccination events around the state after giving Missourians more than a quarter million vaccines, was thus established to aid in the response to COVID-19. These included vaccinations provided by pharmacies, local public health departments, federally recognized health centers, high throughput health centers, and other community-enrolled providers (Office of Governor Michael L. Parson, 2021). The major objective was to increase vaccination rates. By a report released by Governor Mike Parson, the state's team was continuously giving out the shots.
Missouri residents required complete immunization in the least amount of time. The staff engaged had to operate with ease to ensure that everyone received the shot, whether in a small town or huge parking lots, regardless of the size of the population. As part of the strategy to get shots into arms as soon as possible, the State Emergency Management Agency (SEMA), Department of Public Safety divisions, Department of Health and Senior Services (DHSS), and the National Guard were also utilized. They were meant to focus on the state-sponsored mass vaccination campaigns (Office of Governor Michael L. Parson, 2021). The two-dose Pfizer and Moderna vaccines as well as the one-dose Janssen (Johnson & Johnson) vaccine were utilized.
Appendices to the Basic Plan
The plan outlined tactics for carrying out the immunization in an efficient manner. In Poplar Bluff, the first mass vaccination event, a pilot was first conducted. The three largest multi-day state vaccination events were also organized by the state vaccination teams, and they involved 9,125 vaccinations over three days at Family Arena in St. Charles, 7,270 vaccinations over two days at GEHA Field at Arrowhead Stadium in Kansas City, and 6,641 vaccinations over two days at St. Louis Community College - Forest Park in St. Louis. At Missouri State University in Springfield, a state-sponsored vaccination campaign was scheduled with the goal of immunizing lots of students (Office of Governor Michael L. Parson, 2021).
The Emergency Support Function Annexes for the Pandemic
Through EOP, the state was to receive historically high funding levels from the federal government, which would aid in strengthening state and local public health organizations. The Missouri Foundation for Health awarded a contract to the George Washington (GW) University to evaluate Missouri's public health preparedness and response capabilities to the COVID-19 pandemic and upcoming public health disasters (Acosta et al., 2022).
Different LPHAs had varying levels of training, expertise, and capacity, and many lacked the necessary resources and knowledge to mount a successful emergency response. The EOP team was scheduled for training as a result, ensuring that they could stop the outbreak. Public health mitigation strategies against COVID-19 were to be given consistent direction, and local governance institutions were to work toward consistent direction and policy at the local level.
Support Annexes
Volunteers, particularly retired medical professionals who helped with contact tracing and reporting, completed the support system. Others offered their assistance with testing and immunizing. Response to the pandemic by the State Emergency Management Agency, Community Disaster Organizations, and Volunteer Disaster Organizations like STL Juntos was decentralized (Acosta et al., 2022). In addition, 30 National Guard support members joined the team to assist with data entry, traffic control, and administrative support.
