Economic globalization and onset of knowledge-economy epoch, exercises a significant influence upon the public human resource management practices (Ralston et al., 2012). Different countries across the globe adopt different public human resource management structures, systems, processes, and values, as guided by the country’s intrinsic legal framework and social factors. There exist major similarities and differences between the public human resource management in China and USA. The similarities are due to the global economic integration, knowledge and information sharing, membership to global organizations and conventions, and the need to have harmonised way of running the global economic system (Pieper, 2010). On the other hand, the differences in public human resource management practices between the two countries are as a result of the difference in culture, ethical consideration, political system, legal structure, and public perspectives (Ralston et al., 2012). However, despite the existence of differences in the nature and manner in which human resources is management in public sectors between the two countries, the two countries represent an express desire to have a fair, equitable and transparent public human resource management.
