The speaker is speaking about the Native American and the unforgivable atrocities committed by the colonies. The geographical setting of the poem is the United State of America using the symbolism of the Columbia River, the Dams along and the tributaries into the Pacific with salmon. They symbolize the Native American whose culture, homes and lives were destroyed. The poem in a few lines undoes the effects of modern civilization, destroying dams and allowing the waters to flow and the salmon to return. The speaker also identifies the lost native culture and the lost Indian homes which according to the writer they are hard to forgive and forget. These are historical injustices to the Native American living under colonies which the writer see unlikely to forgive.
