Universal coverage is a health care system where the entire population can access the care they need regardless of their income. It ensures that all people receive high quality preventive, promotive, curative, palliative, and emergency health care services without financial burden. The goal of universal health coverage is to ensure equity in access to high-quality health services while protecting members against financial risk. Most countries with universal health insurance program rely on multi-payer systems, where different entities such as insurance companies and employers pay the medical cost (Jindal, 2014). The universal system can provide coverage for all citizens because it does not rely solely on government funding.
