MEMORANDUM To: Professor B From: W L Date: September 22, 2016 Subject: Mandatory 30-day respite post deployment for the post combat Summary The Marine military service has a rising need to take a mandatory 30-days off period. The decline of the command climate rating and Off-Duty incidents is the reason this proposed memo is being written. Informing the senior committee of the current condition and also providing some recommendations moving forward in alleviating off-duty mishaps requires critical approach and review. What the Problem Is Due to military experience throughout a nine-month deployment, upon return, off-duty issues have been trending among the service members and therefore requires intervention and immediate response to avoid negative issues from rising. Moreover, considering the 30-day off period was authorized, a number of consideration must be taken. Service members leaving the base without any post-combat screening leaves others and civilians exposed to the threat of untreated mental health issues. I have also observed some of the post-combat members involving themselves with the use of illegal drugs and to much alcohol believed to relieve them from the operational post-traumatic stress. Failure to address these issues could lead to accumulation of stress and trauma among most the working staff and to worse extent leading to continued mishaps, and poor performance in the working environment. According to Markos & Sridevi (2010), "if every part of human resources is not addressed in an appropriate manner, employees fail to fully engage themselves in their job in response to such kind of mismanagement.” Why This Problem needs to be investigated This issue requires serious approach so as to prevent negative impact that could be associated with poor planning and immediate unplanned responses. Thus far, the direct linkage between off-duty incidents and post-combat stress is the nature of the incidents. "43 percent mental health completion rating while one in five service members have been engaged in driving under the influence, drug use, and domestic violence." Brusher, (2007). An important aspect of any successful working environment is the satisfaction among the leadership and the employees. Leadership needs to employ observations of Marines returning from combat to again, very difficult to understand provide the most effective strategy in correcting the current situation and also in improving post-deployment decisions in the future. This investigation could also provide a solution tolerated and similar issues as the military environment is usually associated with stressing conditions. "In peacetime as well as war, the effects of combat and operational stress are experienced by all service members in every type of military operation, including combat-like conditions present throughout the entire spectrum of military operations." Brusher, (2007). Mental Health screening procedures should be taken before approval so that each of members acquires the 30 days' respite post deployment. The group should be subdivided into two or more groups with which the 30 days' respite will be given to avoid leaving the base with few or no post-combat members. The solution is also expected to enhance retention of the service member within the branch of service as it provides a sense of job security, and avoiding Non-Judicial Punishment. "Employees retaining is the most imperative target for the organization because hiring of the qualified candidate is essential for an organization but their retention is more important than hiring because a huge amount is spending on the orientation and training of the new indicated employees." Irshad & Afridi (2007). Moreover, a program should also be developed to enhance timely allocation of each member a particular number of days of rest which could be at least 30 days after every consecutive year. The organization should also come up with ways that will allow for time to time encouragement of the post-combat service staff members to avoid indulgence into the use of drugs thus reducing the extent of stress and trauma among the members. According to Department of the Army (2009), "Stressors, when combined with effective leadership and strong peer relationships, often lead to adaptive stress reactions which enhance individual and unit performance."
