Educating kids with special needs, especially through the notion of inclusion, is one of the most contentious topics confronting educators today. Inclusion is described as including all students in the classroom regardless of whether they have a learning impairment. Developmentally disabled individuals have a low IQ and cannot execute basic duties. For a child with mental impairment, activities such as eating, dressing, walking, and, in certain circumstances, speaking might be difficult. Between 1990 and 2005, the overall number of pupils with special needs in the United States increased. According to IDEA studies, there are 4.8 million students enrolled in public schools who received special education between 3 and 21. According to surveys, pupils getting special education in school was 11% in 1990 but increased to 14% in 2005. According to IDEA evaluations conducted in 2012 and 2013, 6.4 million pupils enrolled in primary schools get special education. We can observe that the number of special-needs pupils is fast-growing, while special education instructors are increasingly scarce. Disability education necessitates a unique setting that only a few teachers can support and take care of the children. There is a need to design a program to follow when educating children with disabilities to make them more comfortable and their studies more effective. In the placement of children with special needs into the special education program, there are varying elements and factors considered. To meet the educational needs of children in special education, it is of essence to classify and individualize the instructions directed to the students. Also, there are children's rights, parents and the supportive role the school plays.
Children in special education require special treatment to fully exploit the program. There are several occupations in special needs, each requiring a unique combination of education, training, mentorship, and other forms of preparation. Any profession involving working with children who have mental or physical challenges can be difficult but extremely gratifying when the child improves (Tyrer, 2007). Different professional paths have varying effects on children with disabilities. For instance, a teacher will assist them in thriving at education, while other careers will assist them at home or in a public place. Special needs employees must be innovative, adaptable, and approachable to address the child's requirements while providing helpful information to the child's parents. It is critical to finish the very minimum essential training to be completely equipped to work with a kid who has a delay of any kind. Frequently, children do not progress at a faster rate in school because their instructor lacks the essential expertise to support them (Markovic, 2014). Special Education focuses on student rehabilitation and services to learners that require additional academic help to succeed in school. To support kids with disabilities, the US government continues to rely on the existing version of the Individuals with Disabilities Education Act (IDEA) of 2004, together with the Every Student Succeeds Act (ESSA) of December 2015. According to this amendment, "disability is an inherent element of the human experience and in no way reduces an individual's right to be involved in or contribute to the society." Improving educational outcomes for children with disabilities is a critical component of our national strategy of giving persons with disabilities equal opportunity, full engagement, psychosocial adjustment, and economic self-sufficiency”. Before placing a child in a special education program, different elements and factors are considered.
One of the key factors to consider in the placement is the Continuum of services. The Continuum of services is a collection of services offered to many clients. All Long-Term Care providers work collaboratively to assist clients with their impairment by making various special care facilities accessible. The Continuum of services is comprehensive, integrated, and client-centred (Pratt,2009). All services should be client-centred and tailored to the client's specific needs and level of needs. Clients should acquire services from the special needs provider whenever required, making it complete. All professionals should be united and working together, as their prime objective is the same. Their objective is to look after the client's concerns. The different providers collaborate to care for the persons enrolled in the special education program, establishing the Continuum and integrating it. The Continuum contains several beneficial characteristics but also some obstacles. There are a variety of impediments, including inadequate transitions, a reimbursement-driven continuum, fragmented and uncoordinated, understaffed with special education personnel, and significant language and literacy issues. Before placing a child in the special education system, the Continuum of services that should be considered a continuum of services outlines several service delivery strategies for students with disabilities who require specifically specialized teaching.
The least restrictive environment also determines a child's placement in the special education program. IDEA requires educators to educate students with disabilities alongside children without disabilities to the extent possible and detach children with special needs to special classes or schools only when their disabilities are severe enough to not receive appropriate learning in a general education setting with supplementary aids and services. To guarantee that each special needs child receives an education in the least restrictive environment possible, educational institutions must provide a wide spectrum of alternative placements and services. Accommodation is also a key factor in the least restrictive environment. Accommodations assist students with disabilities in acquiring knowledge of the subjects being taught. Therefore, an instructor must evaluate learners' progress through the subject offered without regard for their impairment. Consent is required from an administrator for students to get accommodations. While widespread acceptance and inclusivity are not mandated by law, learners must be placed in the least restrictive environment possible. The least restrictive environment enables pupils to receive an education in a normalized atmosphere while also addressing their social and educational demands. The least restrictive environment may consist of a full-day general education class with adjustments and boundaries. The least restrictive environment should be designed to meet the child's needs and ensure the child is effectively learning in the special education program.
Socio-economic and racial disparities also hugely affect the placement of students in the special education program. Children come from different families with varying socio-economic statuses. The placing of students in special education should be insensitive to the social-economic status of the child's family. Also, there are different children from different races in the program. Also, selection should be free biased from ethnic disparities and racism. Children should be placed in a special education program free from racial disparities and socio-economic sensitivity. However, it is most effective if the students are placed in programs closely related to race and socio-economic status. This will make the child more comfortable and concentrate on their studies. Placing students who have a close connection on matters of race and socio-economic in the same special education program will make the program more effective.
Different factors and varying elements are considered when placing students in a special education program. The core objective of placing children with disabilities in special programs is to ensure that they can fully contemplate what they are taught in school and provide special services designed to make their studies even more effective. The Continuum of services is comprehensive, integrated, and client-centred. All services should be client-centred and tailored to the client's specific needs and level of care. Clients should acquire services from the supplier whenever required, making it complete. The least restrictive environment ensures that children in the special program are as comfortable as possible. In placement, socio-economic status and race disparities should be considered. Placing students who have a close connection on matters of race and socio-economic in the same special education program will make the program more effective.
