During a meeting of the General Assembly in September 2000, the member states of the United Nations adopted the Millennium Declaration. This Declaration comprised of development goals that reflect the need to promote human development and eradicate poverty globally. These goals were then branded as the Millennium Development Goals (MDGs). They focus on eight areas of human development. This paper explores the progress that various regions worldwide have made towards accomplishing universal education, the second Millennium Development Goal, since the adoption of the MDGs in 2000. This goal is to ensure that every child is able to complete a full course of primary education CITATION UNM14 \l 1033 (UN Millenium Campaign, 2014). Some regions have attained a fairly high level of human development thus making the MDG 2 achievable within the planning period. Nonetheless, some nations still face serious capacity and resource constraints that can limit progress towards the accomplishment of universal education.
In 1999, The Conference on Education for All, held in Jomtien, Thailand, promised to accomplish universal primary education by 2000. However, more than 120 million primary-school-age children were still not in school. Three-quarters of this figure was in Sub-Saharan Africa and South Asia. The MDGs, therefore; set more realistic yet fairly difficult deadline of 2015 for every child to complete a full course in primary education. In several places, schools still don’t retain all children thus there can be wide gap between reported enrollment and completion rates CITATION Kif12 \p 9 \l 1033 (Kifle, Hussain, & Mekonnen, 2012, p. 9).
