The Meaningful Use Program is the overall guiding principle utilized by the Center for Medicare and Medicaid Services (CMS) to regulate the entire American healthcare industry. The controlled sectors comprise clinical professionals, healthcare facilities, and other parties partaking in the care provided in the United States. Based on the frequent feedback from medical service providers, medical experts, and the Congress, the CMS has been providing numerous modifications to the Meaningful Use program (CMS, 2015). The changes took effect from October 2015 and continue through the Modified Stage 2 in 2017 and Stage 3 in 2018 (CMS, 2015). The principal objective of this Final Rule is to reduce the complexity of the Electronic Health Record (EHR) incentive program besides addressing a plethora of difficulties that prevented most medical providers from meeting the expectations of Stage 2 meaningful use (CMS, 2015).
There are about six significant changes that form the CMS release of Stage 2 Objectives and Measures. First, the Final Rule stipulates that every medical provider should complete a 90-day reporting time frame for 2015. Second, the CMS disbanded Stage 1 from the program to ease the requirements, thereby placing all providers at Stage 1 - the Modified Stage 2. The primary objective of removing Stage 1 was to eliminate the aspect of complexity witnessed by the program, thereby easing compliance. In this vein, the streamlined Stage 2 is void of duplicative, redundant, and topped out procedures. This change expects providers to attest only to a unitary set of objectives and methods.
