Key actors like the World Health Organization (WHO) play a critical role in the global governance of health and diseases (Pinger & Seabert, 2016). The WHO is a body of the United Nations (UN), and the largest international health organization responsible for managing public health. Since its inception on April 7, 1948, WHO maintains six regional offices with 194 member countries (Pinger & Seabert, 2016). The organization’s administration includes a director-general, deputy director-general, and seven assistant directors-general (Pinger & Seabert, 2016). Together with the appointed leaders are over 7,000 employees working in the organization. Therefore, the effective workforce and administration enhance WHOs’ success.
