Q1. Why alcoholism was so difficult to combat in the Soviet Union
The Russian alcoholic nature was an enduring fixture during the Tsarist times, time of Russian revolution, times of the Soviet Union and during the time of transition from socialist autocracy to capitalist democracy in Russia. Alcoholism was a big problem in Russia and the Russian government regularly tried to combat the problem but to a very little avail.
There was initiation of four reforms such as the ones prior to 1917 to combat the alcohol and the large scale measures taken during the soviet period in 1958, 1972 and 1985.There was widespread addiction of liquor in Russia which made the efforts of stepping up anti-alcohol campaigns futile because of great drunkenness and alcoholism(Chudakova, 2016).
Before the Mikhail Gorbarchev rose to power in the 1980s, most of the soviet leaders encouraged the alcohol sales increasing the drinking habit in the country. The facilitation of the consumption of the alcohol by the leaders to increase the national revenue also escalated the drinking styles of Russians.

The American presidents had diverse opinions in the construction of the foreign and national policies. The country had the best and worst foreign policy presidents of the past century. There are eleven presidents who fall in the best to worst spectrum that means no to Truman, Clinton, Taft, Ford, Coolidge, Hoover and Harding. These are the best five and the five worst including one with unique aspects in the implementation of the foreign policies. President John F.Kennedy was the worst president of the 20th century and his policies record is a tale of crucial mistakes. Ronald Regan came into office in 1980 and had a reputation of a strong anti-communist presidential candidate in the Cold War era. Elder President Bush was pretty good in the policy making giving a model foreign policy intervention that faithfully subscribed to the Weinberger. Dwight Eisenhower gets the high marks from the historians and the foreign policy analysts. Roosevelt is far away the greatest foreign policy president of the 20th century he always accomplished his hard tasks (Weisberg, 2016).
