Hopgood (2014) bases his arguments about the challenges facing the global human rights regime on three deeper underlying shifts in the world of global politics. First, he argues that the decline of Western influence and the rise of new powers has promoted nationalism. Hopgood (2014) argues that events that happened to the Western superpowers like the 9/11 attacks in the U.S prompted the establishment of major organizations of the global human rights regime, such as the ICC and Responsibility to Protect (Hopgood, 2014). American leadership has played an essential role in sustaining global human rights regimes (Hopgood, 2014). However, according to Hopgood (2014), as U.S global influence declines and new powers like China emerge, America’s support for the global human rights regimes reduces. He feels that the shift in the distribution of power globally has made countries more concerned about their sovereignty and less concerned about human rights. Hopgood (2014) insists that although the United States is still by the world’s number one in economic and military power, emerging powers, especially China, are catching up quickly, both in economic and geopolitical terms. These emerging states have brought uncertainties in the U.S commitment to support institutions of the global human rights regime, which has affected the prevailing norms of international regimes.
