In the United States, the president's office ensures that homeland security is maintained at the highest level. According to Article II's constitution, the president must execute and enforce a congress-generated law. All the executive departments of the State perform the daily federal government administration. Other administrative agencies such as the Environmental Protection Act, CIA, and heads with the full authority of the president also perform the federal governing administration daily. Often, congress has the power to propose and approve any legislation. However, sometimes the president may consider it obligatory to carry out unilateral legislation informing of president directives. Like democracy, such decisions are contentious. Hence, the actions of the president are not unique.
