Introduction
Street-level bureaucracy is a theory used to elaborate on the civil servants or public workers’ practices and their routine enactment of policies. According to Lipsky (2010), dilemmas in the public services are an obligation of the employees with a focus on health, education, policing as well as the citizens’ welfare. The theory describes public services to be attached with the discretion of work. This paper discusses street-level bureaucracy, the keys to policy -making roles, and addresses five factors of policy implementation.
The theory of street-level bureaucracy sets a notion of discretion which is brought about by how public servants have to handle dilemmas in the public services. The discretion impacts the citizens either positively and negatively. The positive effect is the fact that the public servants have to be strategic and innovative to find ways to resolve masses of public duties caused by supplier-demand imbalances. On the other hand, discretion paves a way for the reluctance of the civil servants by failing to deliver their services accordingly, thus impacting the state negatively.
