An Essay on Texas Legislature Improvement
The legislature of Texas has been called “amateurish†compared to the other states and this paper will discuss the improvements that needs to be made so they can rise with the rest.
Handicapping a legislature is not an easy process and what lawmakers will focus on are unpredictable and there are issues found in the state's education and health care system. According to Kruse, there is not enough water supply in the state, home insurance and paying for college tuition can be a pain. The rate of carbon pollution in Texas is higher compared to other states (2016). The amount of work that needs to be done in their health care and education system is slowly being completed.
In terms of disaster recovery, when hurricane Dolly struck, the pace of their recovery is considered slow, making them spend more than the perceived budget. According to O'Neill, Texas partnered with Community Development of Brownsville, bc Workshop, the Hazard Reduction and Recovery Center, La Union del Pueblo Entero and A Resource Service Equality to give a housing program for damaged residential areas (2016).
There needs to be continued support for advocate solutions to foresee what will happen to vulnerable communities in times of calamity. The involvement of other cities and countries should be invited to help in preparing plans for damaged infrastructures. Prevention can be practiced by making an assessment of the weak infrastructures so necessary improvements can be made before a disaster hits the state.
Another advancement Texas needs to work on is their special education system. The Texas Continuous Improvement Process (TCIP) aims to improve special education in the state. After doing a self-assessment exercise to determine how their Special Education plan is doing, the TCIP now has improvement planning. Based on their website, the improvement groups of TCIP have 5 main focuses: General Curriculum Access, Early Childhood, Parent Training, Teacher Preparation Forums, and Continuing Advisory Committee (Texas Education Agency).
Water damage infrastructure in Texas lacks attention and the state resulted to a solution that involves the cooperation of the House and the Senate by having a rainy day fund. The objective of the state water plan funding is to improve water drought infrastructure and this has existed since 2011. The members of the House and Senate gathered votes that keep the rainy day fund going and there were accounts created to provide loan for the upcoming water projects. Buchelle stated that: A supplementary budget bill was passed by the senate to allocate $2 billion dollars from the rainy day fund (2013). This is crucial for the water issues experienced in the state and the infrastructures that need to be rebuilt to restore their condition should not increase. Water is one of the basic needs and if Texas fails to fully recover from this, there can be a lot of complications caused by drought. The health of the citizens in Texas can be put in danger if there is not enough water supply.
