INTRODUCTION
Strategy formulation refers to the process of choosing the most appropriate course of action for the realization of organizational goals and objectives and thereby achieving organization mission and vision. Successful strategy implementation is a key for any organizations survival (Thompson& Strickland 1992).
National Institute of Mental Health, the organization is known to comply strictly to formal strategic formulation process because their top managers believe that the structure allows discussions to be structured into small number of stages to make it easier to follow and reach a decision quickly, however some of their line managers and employees feel the process has the following shortcomings; Reduces flexibility because the process has to follow the the organization recommended steps and thus an emergency strategy which seems to be profitable and requires quick decision making gets locked out(Oakes,1992).
Loss of innovation during strategic formulation because the whole process is confined to tasks that must be done in a certain way at a certain time, therefore line managers and employees don’t have much room for creativity and innovation.
Reduced information flow in strategic formulation because employees access to information narrows to their own departments, employees lose sense since they believe their views, ideas and data are not taken into consideration. Many line managers and Nurses they feel the process lucks flexibility to deal with urgent decision that requires immediate attention and decision making therefore some issues are not addressed because of the rigid processes, others also feel frustrated.
SOCIAL- POLITICAL AND TECHNICAL BARRIERS.
Strategic leadership is the ability to influence others to voluntarily make decisions that enhance the prospects for the organization long-term success while also stabilizing long-term financial performance (Vera & Crossan, 2004).  The political climate in the organization and the culture that top management reinforces. Technical barriers refers to lack of skills and experience needed to make strategic decisions (Bloomfield & Danieli, 1995). Culture refers to the characteristics of a particular group of people, defined by everything like language, religion, social habit and their decision making.
Culture of an organization sometimes affects how decision are made, some top managers have a culture of not considering employees views in decision making , their views and opinions are final in decision making, hence employees become frustrated and reluctant to give opinions in meetings.
Political factors slows down decision making processes and even good ideas and opinions raised by employees are ignored by managers who are concerned about their political status in the organization rather than implementing ideas which tend to reduce their commanding powers, effects include; low productivity by employees, high turnover, stress among employees and low performance by the whole company.
