Bala Pillai, a pediatric therapist, said, "A child is only as disabled as their environment and the beliefs of the people around them" (“Disabled World”). English language learners (ELLs) with disabilities are learners who exhibit inadequate English language abilities. They are eligible for both special education, English as a second language (ESL) or bilingual education services. In the United States, ELLs can receive services from any of the 14 federally recognized disability institutions (Liu et al. 2013). Arguably, the question on who should be categorized under ELLs is intriguing, therefore, creating variability in its definition and application. As a result, educators in varying locales have to be aware that they may not always be considering the same learners when referring to ELLs with disabilities. Educators, therefore, have an obligation of ensuring that ELLs with disabilities are correctly assessed and right interventions instituted.
