Abstract
The article is devoted to studying the issue of strategic planning in the area of US national security. This paper discusses the features of the development projects of strategic and conceptual documents in the United States.
Department of Homeland Security in Counter terrorism Strategic Plan
Introduction
Since the terrorist attacks of 11 September 2001, the United States adopted a number of measures to prevent a possible terrorist activities in the future. Since the terrorist attacks pose a threat to the entire international community, need clear measures to combat terrorism. In the United States was created fundamentally new structure including a plurality of security and set the goal to achieve optimum interaction between all departments in order to prevent threats of terrorist attacks and dealing with the consequences of natural disasters. This structure became the Department of Homeland Security, that combines the previously existing security services and specially created agencies designed to implement new methods of struggle against terror.
Body
As part of the Counter terrorism Strategic Plan the strategic planning process in the field of national security coordinating by a special assistant to the president. Department of Homeland Security develops proposals to the President and National Security Advisor on all aspects of American foreign policy with respect to the strategy of action and planning problems. In addition, Department of Homeland Security is preparing concept papers, speeches and orders of the President and National Security Advisor, develops strategies, guidelines, instructions and so on. Counter terrorism Strategic Plan must take into account the ever-changing processes of globalization and largely based on the analysis by actively participating in the formation of a new world order and intensively creating mechanisms of global governance world development with the maximum influence and control them from the United States. Counter terrorism Strategic Plan United States contains such provisions:
- The consolidation of democracy throughout the world as the best way to combat extremism;
- US intelligence strategy has become more consistent with the main goal of foreign policy of the President;
- Need to look for new ways penetration of terrorist groups and clandestine weapons programs, it is better to anticipate global events that can reach the United States by surprise;
- To strengthen the analytical expertise, methods, practices and study of alternative analytical estimates.
Counter terrorism Strategic Plan includes support for democracy in other countries and the aggressive actions of counterintelligence. To ensure this strategy created the Office of National Counterintelligence head which is directly subordinate to the President of the United States. The main tasks of the Office imply:
- monitoring of analytical counterintelligence materials;
- provision of annual strategic assessments in the field of counter-intelligence activities;
- prioritizing the collection of information and conduct counterintelligence operations;
- development of strategy of counter-intelligence activities.
In 2003, the Center for Technology and National Security Policy, which is part of the National Defense University, has published its proposals for the development of the armed forces of the United States in the long term. According to this study, the US military in the foreseeable future will have to tackle five major challenges:
- to ensure international stability in times of peace;
- to be able to reflect the large-scale aggression;
- to protect US interests during the local operations, such as peacekeeping and humanitarian action;
The concept paper "Elements of the transformation of the armed forces" pointed out that in a modern world beset by globalization and the information revolution, blurs the boundaries between the spheres of politics, economy and defense. Therefore, military reform should go in three main directions:
- The Pentagon is expected to improve the daily management of the system and always be alert to the emergence of new, unusual threats and enemies;
- The Pentagon must improve coordination with other US government agencies;
- The Pentagon to prepare the armed forces is better to act on the battlefield and to provide them with the necessary arms.
According to American analysts, the transformation process is incredibly long and complicated as conducting strategic plans is impossible without a system linking strategic, tactical and operational plans of all stakeholders without exception. Important features of strategic planning in the United States implies availability of a wide range of sustainable alternative products that treat vision of US national interests. In accordance with the peculiarities of the American institutional system of doctrinal vision of national security in the US is not only shaped by the presidential administration, because there are many actors who have their own views on the US interests that put appropriate goals and develop strategies to achieve them. Among the programs Counter terrorism Strategic Plan can be identified as the most significant, "the authenticity of the e-initiative" designed to provide the necessary level of user identification, authenticity and integrity of the information and "e-government architecture project" aimed at the creation of the so-called inter-departmental corporate information infrastructure based on the Intranet -technologies and a uniform standard of information in XML.
Recommendations
One of the main recommendations is to ensure the readiness of the United States to external threats. It broadly includes a full range of capabilities to prevent, protect and respond to terrorist attacks or other disasters. DHS recognized that the US has considerable resources for security, but they are not unlimited. Thus, DHS must focus on the safety of the risk criteria.
