INTRODUCTION
There has been a lot of effort to reform and adjust nation's health system over the last few years. Over the last ten years to date, law makers have concentrated on decreasing billions of Medicare spending on healthcare facilities and physicians. Adjustments in the fiscal policy of nation have added pressure to decrease federal spending in hospitals. Federal spending have increased rapidly over the years and hence increased vast borrowing leading to budget deficits of many nations. Therefore, many research have been conducted to address the challenges facing the healthcare incorporating healthcare quality, patient, nurses and physicians.
Advantages
By disentangling nursing cost from patients room charges or organized charges, more profit or income will be realized and thus more nurses will be able to be employed hence improving the quality of medical care. It is because the nurse-patient ratio shall increase and patients will be able to get efficient medical services.
Moreover, nurses income shall be able to be increased hence making them more motivated in delivering their nursing services to the patients, thus improving the quality of medication. It makes it possible to come up with a price for nursing care and thus be able to measure economic as well as the clinical contribution of the nurse to patient caring. It enables us to come with a more reasonable payment system that reflects the variability in nursing.
Disadvantages
It results to overcharging of patients and thus reduce the patient turnout especially those who cannot afford to pay for medical services. Although the services may improve to a great extent, many people will start seeking for institutions that provide cheaper medical services though their services may be of inferior quality.

It was then that health care facilities billed the care that was provided by nurses as room and that was then the beginning of nurses' dilemma. Despite nurses being the largest group of staff in hospitals, nurses seem to be invisible in terms of healthcare financial system and they have no economic value since we do not pay their outright like it initially was. This has led to inequalities in terms of a lot of workload as the number of patients have drastically increased.
