To prevent communism from spreading, President Harry S. Truman pledged in 1947. The Truman Doctrine is the name given to his containment strategy. In the Marshall Plan, the United States offered $13 billion in aid to Europe to reconstruct the continent following World War II. The new world order was emerging in the post-World Years, and political unrest could be found in many parts of the world. The United States administration, already apprehensive of communism due to George Kennan's Long Telegram, was shocked when a handful of countries in Europe and Asia accepted communist governments. President Harry S. Truman issued the Truman Doctrine after the United Kingdom informed the U.S. that it could no longer afford to defend communist insurgent groups in Greece and Turkey. Truman's foreign policy would remain the driving force behind American actions throughout the 1980s. The rebuilding of Europe was one of the world's most severe issues in the immediate postwar period after World War II. The war left widespread devastation, which paralyzed infrastructure and caused significant food shortages throughout 1946-1947 during the winter.
The United States government was concerned that a starving and shattered Europe might resort to communism. George C. Marshall, Secretary of State of the United States, offered a proposal to supply Europe with $13 billion in economic assistance to help stabilize the European economy. The Marshall Plan was a resounding success, contributing to the rehabilitation of European countries that accepted the assistance. It also positively impacted the American economy, as funds from the Marshall Plan were utilized to purchase items manufactured in the United States.
