According to DiNitto (2011), "rationalism requires a policymaking system that facilitates rationality in policy formation and implementationâ€. This statement means that for a policy system to be rational, it requires logical procedures in the way policies are formulated and implemented. Rationalism is the concept or theory of using logic in decision-making and opinions rather than relying on religious or emotional responses. The statement by DeNitto implies that for rationalism to be upheld, the instruments of making policies should undertake a proper investigation, research, and planning before coming up with policies and implementing them. This statement is in keeping with the structure of the welfare services affected by the policies in question. According to Spicker (2014), policy-makers need to recognize the structure of public services. There are five levels in service provision that call for rational policy-making systems. These include comprehensive field coverage, systematic service provision, comprehensive service provision, dealing with problems as situations and dealing with problems as demands. These levels involve ensuring that services provided cover all areas, are systematically planned, all-inclusive, and cater for unforeseen occurrences.
Policy-makers also need to realize that all the policies, they develop, have to be put into practice. Polices must be not only practical, but also reasonable. As such, proper service planning must be done (Spicker, 2014). Service planning involves making implementation explicit. The planning process must be rational.
