Team Report 5: Education
Before 2010, the weak education system in Haiti was experiencing a complex situation, with problems on both demand and supply hands. The sector has been troubled by a lack of reliable results, school facilities deficiencies and trained teachers, and inadequate systems of governance. The 2010 earthquake further aggravated and worsened these issues: it caused the deaths of more than a thousand teachers and staff from the Ministry of Education and Professional Planning (Minsstère de l'Education and de la Formation Professionnelle-MENFP) and the destruction of 85 per cent of schools in affected areas; many schools were closed and up to 2,9 million children experienced disruption in their studies. However, many parents failed to finance their children's education (more than 80 percent of primary and secondary schools were non-public), and there was not enough space available for children who could participate. (Approximately 400,000 to 500,000 children between 6 and 12 years old, mostly in rural areas, did not attend school.)
Through the International Development Association (IDA), the World Bank received US$ 70 million for the Training for All Phase II initiative in Haiti in 2011. In June 2014, the Haiti Reconstruction Fund (HRF) provided additional funds of US$ 14.75 million to fill a shortfall in support for the SHN plan (School Health and Nutrition Plan), and the program received additional funding of US$ 24.1 million in October 2014 from the Global Partnership for Education.
