As described by (Buccola 528), the purpose of Municipal bankruptcy is to offer protection to the financially distressed municipalities from their creditors. Notably, the financial security provided assists the associated municipalities to have enough time as they negotiate and develop a plan for solving their debts (Buccola 530).
