Introduction
Homelessness is both a political and socioeconomic problem. Homelessness may arise from the failure of service and support systems for employment, child welfare, care of the disabilities and mental illness, corrections foster care, and income maintenance. The people who become homeless from this view, are the people whom the system was designed to help them but it failed. Systems ineffectiveness is increasing homelessness may be due to a lack of excessive demand, funding, or intrinsic challenges in response to a particular group of people. The second view of homelessness is as a result of economic factors that lead to irregularity in places for people to live in. This is because in case the supply of decent homes decreases, many people are at risk of ending up homeless. This means that for one to remain secure in a tight housing economy, one needs a great amount of personal and economic resources, which is usually not the case for most people.
In case the demand for low-income housing exceeds the available houses, a question arises, "Who is left out?" Some view homelessness as a random situation for low-income earners. Others imply homelessness as the availability of an individual's internal and external resources. This view is usually argued in that if there is a shortage in housing supply, those families and individual's little capacity to cope up are left homeless. This is because they may be disabled, with fewer supporters, or have little ability to deal with exigencies of life. Therefore a homeless individual is defined as, "an individual who lacks a fixed, regular, and adequate night-time residence; and an individual who has a primary night-time residence that is—a supervised publicly or privately operated shelter designed to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill); an institution that provides a temporary residence for individuals intended to be institutionalized; or a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings” ("Homelessness In America: V.1: Faces Of Homelessness; V.2: Causes Of Homelessness; V.3: Solutions To Homelessness").
Patterns of Homelessness
Homelessness takes several forms and shapes. How employment, deinstitutionalization, housing markets, public benefits programs, and income interact perpetuate and give homelessness, which varies and complex among different individuals. This results in either chronically, episodically, or temporarily homelessness.
