Inequity in education remains a serious challenge in the country. Millions of children youth and adults continue to be marginalized and left behind on education based on wealth, location, disability, ethnicity, and residency.
Achieving the goals and targets of the SDGs, and SDG 4 in particular, will require much higher, more sustained, and well-targeted public investment. Philippines is one of the countries that are least spenders in education in relation to GDP and on a per-pupil spending level despite its financial commitment to meet the SDG 4 targets. It is not only the size and share of the budget that matter but also the lack of sensitivity in allocating resources that will address the inequality affecting most especially the poorest and disadvantaged groups, particularly women.
It is within this context that there is the need to intensify efforts on budget advocacy that ensure equitable and gender-responsive financing which prioritizes those who are furthest behind. Therefore, this research project intends to study options for domestic resource mobilization to generate additional revenues that can be allocated for education and, thus, cover the financing gaps to ensure equitable and gender-sensitive financing for education.
Objectives:
To review the LGU and school documents on SEF and thereby identifying its allocation and expenditures;
To corroborate with the end-users the efficiency of SEF allocation and expenditures in its intended objectives, programs/projects, and recipients;
To identify gaps in financing equitable and gender-sensitive education;
To determine other domestic resources used in providing equitable and gender-sensitive education; and
To recommend the needed policy development and advocacy that will make domestic resources responsive to equitable and gender-sensitive education.
Methodology:
Gathering of relevant data online and in appropriate offices
Desk review of relevant materials and documents from the local government unit (LGU), barangay, schools, and partners civil society organization (CSO)
Interview with Key Informants – School Principal/Head, Faculty President, PTA President, SPG/SSG President, Barangay Captain, and Barangay Committee on Education Chair (in a public elementary school and barangay in Murcia, and Project 6 Elementary School in QC)
