Introduction
The global population and communities are diverse in their composition, structure and needs. Diversity, as a core aspect of community asserts that the needs of communities are different. When it comes to public health and safety improvements, there is often a need to improve opportunities for all. Patients in communities are faced with different challenges-which necessitate efforts to try and reduce their burdens by providing opportunities for development, reduction of infection rates and overall access to healthcare. One of the organizations that is involved in the promotion of equal opportunities and promotion of public health and safety improvement is the Federal Emergency Management Agency (FEMA). The agency’s main mission and objectives fall along the lines of reduction of loss of life and property due to all forms of hazards. In the achievement of these goals, the agency agrees that there is need to include efforts to improve the quality of life in target communities and populations.
