After the treaty of Rome, which was more than five decades ago, there was the launching of the European Integration Process. The European Union plays the most critical task in the life of the 27 member states as the policy-making process has shifted from the countries capitals to the European Union which has its base in Brussels. The coordination of the countries of the Union led to the definition and implementation of the foreign policies with its main context being on Common Foreign and Security Policies (Keukeleire and Delreux, 2014, p. 30). The (CFSP) which is Common Foreign and Security Policy, had its establishment from the treaty of Maastricht in 1993 after its succession from the European Political Corporation (EPC) and it's designed to help solve conflicts as well as maintain understanding in nations. The basis of the policy is on the level of diplomacy and the respect of the international rules. With the world looking up to the union, questions arise to know the success of the policy and how the European Union has been able to pursue the Common Foreign and Security Policy. Trade of nations, humanitarian aid and Development Corporation are the other vital roles of the European Union apart from maintaining the security of the country. The Common Foreign and Security Policy seeks to preserve the peace of the member states, have the best international protection, have nations that cooperate and have democracies that get consolidation (Liang, 2016, p. 30). With the rebranding of the European Political Corporation to the Common Foreign and Security Policy, the European Union become recognized and accepted as well as its presence considered in international affairs (Bootle, 2015, p. 30). The European Union continued to increase its mark on foreign policies as it played its role in world politics during the Cold war era and when the new institutions such as the High Representatives which got the establishment in 1991. The European Union has often had the consideration as being civilian power which means that it has concentrated on economic power and not on armed forces. EU is referred to as civilian power through its sanctions, trade and the attachment of strings to help in development. There was the need of having a military force when the Cold war escalated in the early 1980s, (Nye, 2016, p. 44). Through the Normative Power, Thesis shows that Europe has the highest power with its ability to get others to accept its norms (Rosamond, 2014, p. 140). The European Union is represented by the European Council which hold the highest level of political authority and the European Union Council which led to the formulation of the Common Foreign and Security Policy. The decisions are met by the use of a consensus when the union meets every six months in an EU Summit. The Common Foreign and Security Policy has for main instruments, there are the principles and guidelines that are used to provide directions for politics, common strategies that are used to provide the means and the objectives, the joint actions which are used to explain specific situations and the common positions which shows the approach on a particular matter. Through the Common Foreign and Security Policy, the European Union and the countries that are members has been able to solve many issues. The EU has been able to speak with one voice as it stands out to be more than just an Economic actor as its role in international politics and issues that deal with politics has given it a new identity. Although there have been some difficulties within the European Union, integration is still relevant and is a process that can get the achievement through regular consultations even in the result of short term divergence of the countries. Analysts around to world continue to maintain that for European Union has to support its position at the top as it needs to strengthen the efforts of Common Foreign and Security Policy. The European Union has been successful through its initiation of the Common Security and Defense Policy (CSDP) which is the arm of Common Foreign and Security Policy. It got the development after the member states agreed to start to work on having an integrated system for security in 1999. The activities that are involved in the (CSDP) are not mainly on military grounds but rather on businesses that include civilians such as the training of the police and judicial and the reform of the security sectors. Many years after its initiation (CSDP) has continued to focus on peacekeeping, the management of the crisis, the prevention of conflicts, missions for humanitarian purposes and the stabilization of the country after a dispute. The European Union policymakers have however tried to make the Common Security and Defense Policy more roust by enhancing its military capabilities. With the establishment of the European Defense Agency (EDA) in 2004, the EU was able to have a defense system. For the (CSDP) to be more effective it should be able to perform external operations. Some of the European officials still insist that (CSDP) is not supposed to be in completion with NATO but rather it is meant to be the most suitable alternative. In the Lisbon treaty, it got the confirmation that the existence of the Common Defense and Security Policy was to act when it was most useful or in situations where NATO or the United Nations choose not to get involved. The people responsible and the institutions of the Common Security and Defense Policy are the same as these in the (CFSP). There have been 16 success missions of the (CSDP) as of February 2013. The perceptions about the results of the Common Security and Defense Policy are, but the analysts say that the results have been positive as the (CSDP) has contributed to the distribution of international security (Gstöhl and Lannon, 2016, p. 40). The missions did the (CSDP) have been small, and many have been unnoticeable in Washington, but many observers say that there has the sharing of burdens and security concerns that otherwise could have fallen on the shoulders of the United Nations, NATO, the United States, and the institutions in the region. The civilian mission gets its consideration to the main strength of the European Union, and analysts say that the development and deployment of such tasks are in demand and is a logical thing in defining the (CSDP). The military mission of the (CSDP) has gotten the achievement in positive ways, and some efforts have been put to make the European battle groups be a success. There have been concerns from the members of the Congress and the United States about the policy made about the budget of the European defense as well as its capabilities and not forgetting the corporation and the burden sharing of the transatlantic. The concerns have been from the result of the Eurozone crisis which has made the countries to take up extreme measures. The debt crisis could affect the budget and could lead to the effects on the transatlantic partnership and affecting the security of the nations and military affairs. Analysts from around the world say that the European Union should put much more security initiatives. In the Lisbon treaty, there is the establishment of corporations that are structured permanently whereby the member of the groups can choose to go ahead and develop their defense capabilities. The European perceptions of threats are not on military threats but rather on issues such as terrorism, economic, climate, demographics, environment, and migration. Some of the United States officials have concerns that this leaves the US with the massive power and the heavy lifting with Europe cutting the military forces get to e regarded as being too expensive. In any case, like the US the European Union is also looking forward to developing new tools and mechanisms and also to find a way to use its assets to be able to deal the global issues it faces. Having the Common Security and Defense Policy together with the European Union Policy is a top objective for the EU. With the European Union being the largest aid donor, the European Commission, Humanitarian Aid, and Civil Protection Directorate General (DG-ECHO) manages the delivery of emergency in areas where there has been a crisis as a result of conflict or natural disaster. Trade, the process of enlargement, the policy of the neighborhood and development assistance are all critical to the EU's external policy approach. Having the universal system makes the European Union have more weight than any nation can have on its own. Beyond the impact of the European Union on trade, it is still is the dominant voice of the negotiations of global trade and the World Trade Organization (WTO) which is the leading player in aid organizations. The enlargement process has been able to reach the countries that are the members of the European Union, and the ENP has made it easy to establish enhanced relations with the neighboring countries.
